Pan African Institute for Development (PAID)  began operations in 1965 with the establishment of  Douala School of Staff  “Ecole de Cadres de Douala”, charged with the responsibility of training middle staff of rural development that serve as intermediaries between farmers and African elites which Africa needed in the field of management, planning and development of local and regional projects. PAID was created through the dynamism of Fernand Vincent, a founder of the project call Pan African Institute for Development (PAID), a facilitator of the project, and a fund raiser for the project, whose message recalls fully the fundamental goals of PAID: provide forecasts toward the development of African populations, first of all for majorities African deprived of development in rural areas, understand the reasons for their situation and find ways to get out of it in a dignity and prosperity way. The ideological orientation question of PAID is to know which training to offer for which development. "The ideology of PAID is its pan-African spirit". Admittedly, this definition of PAID is not sufficient. However, the only sources of a better definition of PAID’s ideology will be the field and the peasants.
